Residents complained of “18 months of hell” since Array opened in Harold Wood, East London.
One dad told the committee: “There is constant disruption to our young children’s sleep patterns.
“Their dreams are now blurred with nightmares that unfold outside their bedroom window.
“Blatant drug use and pitched knife fights have been witnessed by our children on numerous occasions which leads them to have extreme mental distress.
“We have to spend longer and longer reassuring them the scenes they have seen outside their windows will not directly affect them.”
Kem, an ambassador for Campaign Against Living Miserably, resigned as Array’s director days before the hearing.
The 26-year-old has spoken of suffering crippling anxiety as a child.
He opened the bar, previously the Shepherd and Dog pub, last year.
Councillors agreed to restrict Array’s opening times, ban any shisha smoking and limit loud music.
